Frank attended Archbishop Ryan High School, Northeast Philadelphia, and graduated from University of Maryland College Park. Frank was a freshman and led the Atlantic Coast Conference against Virginia Tech. Frank led the team as a sophomore and was named to the 2nd All-ACC team. Frank was drafted by the Washington Redskins in the 1993 NFL Draft. This was the beginning of his professional career. In 1995, Frank was signed by the Houston Oilers, which later became the Tennessee Titans. Frank was a Pro Bowler from 1998 to 2000. After being in Music City Miracle, Frank became well-known for his participation against Buffalo Bills. Frank and James Storm agreed that they would play a match in 2007. However, Frank won with a Cradle Piledriver.
